Recruiter selection guide

How are high ethical standards ensured in recruitment?

The international recruitment of skilled workers should always be carried out according to ethical principles and follow the principles of transparency and fairness.

Unfortunately, there is currently a lack of binding international standards and regulations and it is not uncommon for skilled workers to be placed and recruited under dubious conditions.

The following explanations of the various guidelines, standards and quality marks are intended to help you as an employer to better assess a recruitment service provider.

ILO core labor standards

In addition to international human rights, the standards of the International Labor Organization (ILO) set minimum standards for decent work, including the abolition of child and forced labor, a ban on discrimination in employment and occupation, and freedom of association.

More information: ILO core labor standards

IRIS Standards

IRIS is a global initiative with the aim of establishing ethical recruitment as the standard in international labor migration. The aim is to make the entire process fairer for everyone involved. Contents of the initiative include

  • Improving transparency in the recruitment process
  • Promoting the employer-pays principle
  • Promoting compliance with the rights of international workers

Employer-pays principle

This principle means that all costs incurred in the placement process are not borne by the skilled worker but by the future employer. The employer-pays principle is intended to prevent workers from becoming economically dependent or even economically coerced. The goal is decent work for all people. The principle is internationally recognized and is supported in particular by the International Labour Organization (ILO).

RAL Quality Mark Fair Recruitment Care Germany

The state seal of approval "Fair Recruitment Nursing Germany" is awarded to recruiting companies (nursing and healthcare companies as well as internationally active recruitment agencies) that are committed to ethical and fair recruitment and placement. The defined high standards guarantee transparency and fairness in the recruitment process. The owner of the seal of approval is the Federal Ministry of Health, the publisher is the Kuratorium Deutsche Altershilfe (KDA), the Gütegemeinschaft Anwerbung und Vermittlung von Pflegefachpersonal aus dem Ausland e.V. awards the seal.

Diversity Charter

The Diversity Charter is a voluntary commitment that enables and supports a prejudice-free working environment. It also aims to create equal opportunities for employees and promote diversity within the company. Since its publication, over 5,000 institutions and companies have signed the charter.

UN Global compact

The United Nations Global Compact is an initiative of the United Nations to make globalization fairer. The goal is a more sustainable and inclusive economy for the benefit of all people and markets. The initiative comprises 10 principles that are intended to contribute to more responsible action and promote innovative solutions to achieve the goals of sustainable development.

WHO Code of Practice on the Recruitment of Health Personnel

The World Health Organization (WHO) sets out international rules for the recruitment of health workers in its code, which includes, for example, the principles that the migration of health workers should benefit both the countries of origin and the host countries. Recruitment should be fair and transparent.

Furthermore, countries with a critical shortage of health personnel are defined. This list was drawn up for the first time in 2006 and specifies the countries from which recruitment is not permitted.

Your experience & feedback

If you have already gained experience in recruiting employees from abroad, we would be delighted to hear from you. Your experience with recruitment service providers, recruitment programs or general experience with international recruitment (e.g. particular hurdles or challenges) will contribute to the further development of the network for the recruitment and integration of workers and specialists from abroad (NAFKA) and increase transparency and security in the recruitment processes.
